JUSTICE OUTREACH MINISTRIES will provide the community with the following services:

FAITH-BASED OUTREACH PROGRAMS INITIATIVES

JUSTICE OUTREACH MINISTRIES, Faith-Based Outreach Programs will consist of its future Homeless Shelters, Group Homes, Youth Residential Facilities, Respite Centers, Urgent Food Services, Women Abuse Facilities and other Social Services/Programs.

FAITH-BASED OUTREACH BUSINESSES INITIATIVES

JUSTICE OUTREACH MINISTRIES, Faith-Based Outreach Businesses will consist of companies owned and operated under the direction of JUSTICE OUTREACH MINISTRIES. 

Revenues derived from these businesses will be used to fund the diverse programs and services offered through JUSTICE OUTREACH MINISTRIES.

Its Faith-Based Outreach Businesses will also provide the community with job opportunities, job training, employment skills and income.

This program will also empower young men and women by training them to become business managers, leaders, and owners through its Business Management Alliance Initiative.

YOUTH CHAPERONE CHARTERS

JUSTICE OUTREACH MINISTRIES, Youth Chaperoned Charters, is a pilot project seeking to provides exclusive pre-planned chartered trips and outings for youth between the ages of 8-17. These planned outings will provide supervision and security throughout the duration of the charter which will ensure the welfare, safety and security of the youth.

The purpose of this program is to provide school aged youth who are at-risk, or who live in single-parent-homes with planned supervised activities, while promoting cultural enrichment and social skills in a fun and healthy environment.

This outreach program will be made available through in-kind-donations, grants, corporate sponsors, and revenue from JUSTICE OUTREACH MINISTRIES Faith-Based  Business Initiatives.

SCARED STRAIGHT CHARTERS

JUSTICE OUTREACH MINISTRIES, Scared Straight Charters will be a pilot program offered by the ministry to the Harris County Adult Probation and Juvenile Justice Department for first-time adult and juvenile offenders; youth who are-at-risk of dropping out of school; youth participating in gang activities; youth using drugs/alcohol, or who have been adjudicated as delinquent by a Juvenile Justice court.

The purpose of this program is to educate first-time offenders and youth about crime and delinquency;  emphasize the more severe consequences of his/her actions if it should continue; and to act as a crime deterrent by offering mentoring, counseling, social services and other alternatives for prevention and success.

This outreach program will be made available through in-kind-donations, grants, corporate sponsors, and revenue from JUSTICE OUTREACH Faith-Based Outreach Businesses program.

C.H.I.P.S. COMMUNITIES HELPING INDIGENT PROJECTS

JUSTICE OUTREACH MINISTRIES, Communities Helping the Indigent Project (CHIPS) is a pilot Outreach Program offered through our Urgent Food Service Initiative. This program will provide 24-hour access to food and beverages to Houston’s homeless and hungry citizens through prepaid meals at participating restaurants and stores. This program will enable a hungry person the opportunity to go to a local Burger King or Wendy’s and receive a “Homeless Bundle Meal” consisting of a burger, fries and drink. In addition he or she will also be able to go to a neighborhood Circle K, 7-11 or Valero for morning coffee and water during the day for hydration.

In addition to providing 24-hour access to food and beverages, this service will also provide “Respite Care” which shall provide a 4-8 hour window which will give those who are homeless an opportunity to come in from the ‘hot’ or ‘cold’ weather. During this Respite period he or she will have an opportunity to take refuge in a comfortable and safe environment. he or she will be able to shower, receive a hot meal or snacks, as well as be able to rest, relax or even take a long needed nap. Through its CHIPS program, clients will also be given access to a local participating laundromat to wash his or her clothes and  get a change of clothing including clean underwear and socks.  Care Packs consisting of hygiene essentials will be distributed at the Respite Care Center. C.H.I.P.S will also provide  medical assistance for minor medical issues such as headaches, toothaches or minor injuries.

The purpose of this program is to offer those who are homeless or hungry ways and means to get a hot meal even if they don’t have transportation to go to a central soup kitchen at a designated time of day. All participants in this program will be given a personalized “CHIPS” card that will be issued by JUSTICE OUTREACH MINISTRIES and accepted by our participating Field Sponsors that carry the “CHIPS” card logo on their doors.

This outreach program will be made available through in-kind-donations, grants, corporate sponsors, and revenue from JUSTICE OUTREACH Faith-Based Outreach Businesses.

GROUNDHOG CHARTERS

Licensed under U.S. DOT# 3819943, JUSTICE OUTREACH MINISTRIES, will offer specialized ground transportation services to local charter and private schools, churches and businesses for the benefit of its youth and homeless programs. Groundhog Charters is one of our Faith-Based Outreach Business Initiatives.

This service will be available for schools, churches, businesses or other organizations to book buses for school trips, sporting events, church outings, family reunions, and group charters for corporate or special events.

This Outreach Business Initiative Program will be made available through JUSTICE OUTREACH MINISTRIES community investors, in-kind-donations, grants, or corporate sponsors.

ABOUT OUR MINISTRY/ORGANIZATION

JUSTICE OUTREACH MINISTRIES PRISON REENTRY INITIATIVES (JOPRI) is a faith-based nonprofit organization that is dedicated to empowering individuals, families, and communities impacted by incarceration.
JOPRI will provide essential services and support to offenders prior to and upon their release back into society on parole, probation or discharge from a penal institution.
Our goal is to provide essential support services that will address housing, employment, career planning, job training, post-prison depression, and community integration.
We believe that these services are essential to reducing recidivism and helping the offender to ultimately become a successful and positive contributor to the community.

OUR PROGRAMS
The purposes of JOPRI are not only to serve the needs of offenders being released back into society, but also to serve the needs and concerns of the communities at large. Our programs will be tailored to not only address the needs of offenders, but to also address the welfare and safety of the community which is also the primary goal of the Texas Board of Criminal Justice mission in serving the community.

TRANSITIONAL REENTRY ASSISTANCE-TREA
As a pilot program, our TREA initiative will be a restoration bridge from prison-to-freedom. This pilot program will provide comprehensive support to individuals transitioning back into society from incarceration. The primary purpose of this program is to address the growing challenges faced by many incarcerated offenders who have no residence or family to parole to upon release from prison. This is one of the contributing factors to the cause of offender recidivism. TREA will not only provide the parolee with a residence to parole to upon release, but through our Community Partner Initiative, it also shall provide him/her with a job and other essential care and support services that will ensure his successful transition back into society. His/her Case Management Plan shall include residential placement, full/part-time employment through our Community Partners Initiative, career planning/development, life skill workshops, spiritual counseling/enrichment, family intervention counseling, mentoring, and our lifetime
aftercare support services. TREA shall be a six-to-twelve-month residential program.

Upon completion of the program, the parolee will be able to move into his or her own
apartment and have a full-time job. He or she also will be enrolled in our after-care program that shall monitor his/her success and help him/her deal with any issues or concerns he or she may face upon graduating from TREA.

JUSTICE REENTRY INITIATIVE PROGRAM-JRIP
Another pilot program being offered by JOPRI is JUSTICE REENTRY INITIATIVE PROGRAM (JRIP).
The first 180 days are crucial for an individual being released from a penal institution, even for those who have family support. This is due to the many difficulties, strongholds, and obstacles they often face. These difficult times often play a significant role or factor in the individual returning to prison on a technical violation or due to re-offending.
The primary purpose of JRIP is to address the needs of these parolees or individuals who may have a residence or family to parole to upon release, but lack the basic skills and support needed to transition and adjust back into society.
JRIP will offer the individual:
 Career Planning
 Job Training
 Employment Assistance
 Life Skills
 Spiritual Counseling/Mentoring
 Family Crisis & Assistance Initiative
 Drug, Alcohol, and Crime Deterrence
The JRIP program will also offer the individual immediate social services upon release such as food, clothing, transportation or other essentials necessary in helping them with community integration.
This program will be offered to offenders who have been approved for release on parole,
mandatory supervision, or final discharge through the Unit Parole Officer (UPO) assigned to each TDCJ-ID unit, after the offender is approved for parole.
The UPO will give the parolee a brochure which shall include an application. The parolee may submit the application by mail or apply in person upon release. After the application is accepted it will be screened and assigned to a Case Manager who will then make an assessment and assist the individual in putting together a Transitional Plan that will assist in addressing his/he needs and help achieve their goal and parole plan.

REENTRY PAROLE PLAN INITIATIVE
As part of its Reentry Service Initiative, JOPRI will help offenders who are coming up for review by preparing a parole plan that shall be submitted to the Board of Pardons & Parole for review.
The purpose of helping the offender with preparation of the parole plan is to assist the Board of Pardons and Paroles in determining whether to make a favorable decision to grant and release the offender on parole.
Family members or friends may contact JOPRI on behalf of the Offender, or the Offender may contact us through mail and request an application. There shall be no charge to the offender for this service.

CRITERIA FOR ACCEPTANCE/PLACEMENT
JOPRI doesn’t discriminate against offenders based on race, color, religion, or sexual
orientation, or national origin. However, there are certain criteria that offenders must meet to be considered or accepted into our program.
These criteria are:
 Offender must be at least 18 years of age or older.
 Offender must be able to work or be employable.
 If disabled offender must be eligible for disability
 Offender’s conviction may not involve Sexual Assault of a child.
 Offender’s conviction may not relate to any act of violence or trafficking of a child or
female.
 Offender’s offense of conviction may not involve Sexual Assault of any person male or
female including PREA offenses.
 Offender’s offense may not involve Arson or attempted Arson.
 Offender must agree to participate in all programs offered to him/her by the Case
Manager.
 Offenders must agree to abide by all Residential Rules and Policies and JOPRI Program
Policies and Procedures.
 Offender must submit a copy of his/her signed Parole Certificate, agreeing not to
commit any crimes while under supervision.
 Offender must agree to a random drug/alcohol test by JOPRI.
